the art of reform without change

  • The art of reform without change

    By: Mustapha Hammouche

In asserting that "the principle statement is dangerous," the interior minister expressed the spirit of the reforms: to strengthen the administrative control over society by strengthening the instruments of repression of his ways of expression: political parties, associations and the media.
In this division of roles, the Executive is responsible for swearing on the purpose of this great democratic turn of the screw and the Parliament takes upon himself to tighten the lower rivet still oozes through which citizen expression.
To justify the work locking, power summons all demons by which Third World dictatorships have always legitimized, starting with the age-old "foreign hand" which, really, any Algerian guide, beyond the control officer of power. And as if the register of traditional taboos were not enough, we invent new threats, "the invasion history", "the apology of colonialism!" It is no longer an effort of political liberation of the citizen but we are seeing a surplus of locking the public space. The bills being debated can not escape the reflex of a herd of politicians and clientelistic culture of obedience and, of course, sees democracy and competition as a threat against its positions.
The secret, defense, security, interference, values, constants, traditions, the interests of the nation, they are obviously exclusive angel guards have good back. They allow them to make their battery of obstacles to claimants in the action and expression and public a right to assume control over their activities. Members who are scandalized by the "failure" of associations, for example, the hospital that f ... charity! With almost no legislative productivity, a record of absenteeism and legitimacy of 26% of the electorate for exorbitant privileges, it takes some nerve to advise on overall activity on a voluntary basis, although it is sometimes perverted ... by handling fiscal policy ....
We understand that the Minister of Communication of the impossible irritated credibility of the process and that it takes to "certain eternal professionals of the doubt" and opposes the argument "that the defense of all the freedoms and in particular, freedom of the press is not the monopoly of some and others are not. " But this is no doubt this is legitimate factual basis of convictions: a power that was his vote in Parliament a constitutional amendment establishing the presidency for life can push through democratic reform in the same Parliament ?
If so, is that we are facing a political system with variable geometry. It therefore has no positions, he has only postures. Who espouse the wind, without trying to change its actual trajectory.
It is then the point of political reforms, as thorough as they are, which the country needs, but clearly a change of system.
